Licensed hotels and guesthouses in Hong Kong
Booking a guesthouse? In Hong Kong, premises that offer paid sleeping accommodation for less than 28 consecutive days need a licence under the Hotel and Guesthouse Accommodation Ordinance (Cap. 349). This page lists all 1,808 licensed hotels and guesthouses on the Home Affairs Department’s published list: search by name or licence number, or browse by district.
What a hotel or guesthouse licence means
According to the Home Affairs Department’s Office of the Licensing Authority, premises are a hotel or guesthouse under the Hotel and Guesthouse Accommodation Ordinance (Cap. 349) if they are held out as providing sleeping accommodation to any persons presenting themselves who are willing to pay a fee for it, for a period of less than 28 consecutive days. Any new establishment must apply for a licence before it starts operating. Licences are valid for 12 to 84 months and are renewed when they expire.
Since September 2009, under the Licensed Guesthouse Logo Scheme, a licensed guesthouse (general) must display the guesthouse logos issued by the Authority at its main entrance and on the door of each of its rooms. Displaying them is a condition of the licence, and the Authority may cancel, suspend or refuse to renew a licence where the logos are not displayed.
How to check a hotel or guesthouse
- Search for it on the Office of the Licensing Authority’s search for licensed hotels and guesthouses, and compare the name, address and licence number.
- At a guesthouse, look for the licensed guesthouse logo at the main entrance and on the room doors.
- The Department’s mobile application “Hong Kong Licensed Hotels and Guesthouses” also searches licensed premises, and takes reports of suspected unlicensed guesthouses.

An entry belongs to the district its address is in: the point the CSDI portal’s geotagged copy of the list gives for it (matched by name and address), inside the Home Affairs Department’s district boundary; an entry without a point is placed from its address.
