Selling liquor for drinking on the premises needs a licence from the Liquor Licensing Board. What a liquor licence means
According to the Liquor Licensing Board’s guide to applications, any person who intends to sell liquor at any premises for consumption on the premises must obtain a liquor licence before commencement of such business, and if the supply of liquor is intended at any premises used by a club for the purpose of the club, a club liquor licence is required. The Board is an independent statutory body established under the Dutiable Commodities (Liquor) Regulations (Cap. 109B); the Food and Environmental Hygiene Department provides its executive and secretarial support.
Selling liquor without a licence is an offence under the Dutiable Commodities Ordinance (Cap. 109), liable to a fine of $1,000,000 and imprisonment for 2 years. A liquor licence is issued when the premises have been issued with a restaurant licence or a provisional restaurant licence; a club liquor licence only when the premises have a Certificate of Compliance or an Exclusion Order under the Clubs (Safety of Premises) Ordinance (Cap. 376). For premises in a residential or mixed commercial and residential building, the Board may impose additional conditions prohibiting the supply, sale or drinking of liquor between 2300 and 0700 — those are the additional licensing conditions each licence page shows.
How to check a liquor licence
- Search the Liquor Licensing Board’s list of licensed liquor premises by shop or club sign, or by address, and compare the licence number and address.
- The conditions of every liquor licence include exhibiting at the main entrance a notice, provided by the Board, denoting the premises’ licensed status, and displaying inside a notice that no liquor is for persons under the age of 18.

Licensed liquor premises by district
An entry belongs to the district its address is in: the point the Board’s geotagged copy of the list gives for it (matched by licence number), inside the Home Affairs Department’s district boundary; an entry without a usable point is placed by the district the Board’s list gives (it splits Yau Tsim Mong into Yau Tsim and Mong Kok, one district here), and failing that from its address. Each district page lists every entry there, 250 to a page.
